International Competition Network (ICN)

The Competition Authority is a member of the International Competition Network (ICN). The ICN gives competition authorities a specialised yet informal venue for developing best practice in competition law and policy and addressing practical competition concerns. We are active in four of the ICN’s working groups.

The Merger Working Group

We co-chair the Mergers Working Group with the Antitrust Division of the United States Department of Justice. We also chair the ICN Subgroup on Merger Investigation and Analysis.

Building on the success of the ICN Merger Guidelines Workbook, this Working Group is currently exploring substantive areas in which to promote recommended practices for merger analysis.

The Cartels Working Group (CWG)

We are an active member of the ICN Cartels Working Group. We contributed to the Enforcement Techniques Subgroup as a member of the drafting teams for two Chapters of the Anti-cartel Enforcement Manual

To promote access to information about ICN Members’ anti-cartel enforcement regimes, the Cartels Working Group has created an Anti-Cartel Enforcement Template which highlights important features of members' anti-cartel systems.

The Unilateral Conduct Working Group (UCWG)

We made submissions on a questionnaire on Refusal to Supply as well as being active in all other areas of the Working Group.  

The Advocacy Working Group

We contributed to the drafting of an ICN Market Studies Handbook, which provides international best practice guidance for conducting market studies; this will be completed in 2010.
